| Sketchy - I'd guess the Pay & Display is to ensure enough spaces are there for genuine customers. A pub this close to the city centre (and Council-run Pay & Display car parks) is otherwise likely to be full of commuters looking for free parking. A similar situation exists at the Grape & Olive (where without the parking control, it would be full of people going to the Heath Hospital). At the Grape & Olive, you get your parking fee back as soon as you buy something in the bar - it may be the same at the Blackweir, but I'm not certain. Not a Brains scam - just Brains trying to ensure the customer car park actually has spaces for customers. Seems pretty reasonable to me.
