The smell could well be the drains which are permanently blocked up and spew raw sewage back through the floors into the toilets or out into the beer garden at the side. Or it could be the smell of dead mice, whch are infesting the whole pub, including all over the kitchen, apparently. I wouldn't eat there either if I were you.
As for the health and safety boys they would have a field day in the place!
