Pleased to state that Shepherd Neame responded very well to my enquiry about The Harrow not having a geographical phone number. Seemingly, the fault was with BT. The geo no has now been restored. The pub is under new management.
The 0871 tel no was not registered with the regulator, PhonePay Plus. I reported this and PhonePayPlus has contacted its owner (Core Telecom Ltd) with an instruction to comply with its legal obligation and register its Premium rate 0871 tel nos.

Why doesn't The Harrow publicise its geographical telephone number? The old number 01424 751109 is now unobtainable. All I can find after extensive searching is the rip-off 10p per min Premium Rate 0871 tel no advertised on this site.
The Harrow is LOSING BUSINESS because of this nonsense.

The Thistle Park Tavern, Plymouth
As an update, I had to leave this pub after less than an hour recently. The overwhelming cloud of cigarette smoke drove me out of the door. Absolutely repugnant!

Absolute carsey! Local rabble with indian ink tattoos on their hands, sticky carpets, stinking of cigarette smoke. Avoid.

The Thistle Park Tavern, Plymouth
The only place I know in Plymouth, where you can get a selection of traditional, cloudy ciders. Almost everywhere else, all there is on offer is fizzy, chemical-ridden, mainstream muck. Good on it for that! Only real drawback - as with every pub - is the stench of cigarette smoke. ROLL ON THE BAN!

The Mermaid Inn, Porth
30 September 2014. Early evening. The barman (young male) was one ignorant toerag. Too interested in chatting up the only other customer (young woman). B*st*rd said neither "Please" nor "Thank you" to either of us.
